Our beloved Mayor of Minneapolis, Mayor R.T. Rybak, once promised that the city would be restored under his leadership to a police force of 893 officers. We're 50 short. Meanwhile, it is clear that the citizens of this city and it's suburbs do not have confidence in the safety of the city. Last year in the spring a young man was shot down in cold blood just a block and a half from the front door of my Uptown Minneapolis home. That same season, a young man was shot by a stray bullet meant for someone else. He died because he was simply walking down 6th Street downtown on Block E.
